Responsibilities of the Director

The term of a director is for a 3-year period. The director is appointed by the Vice-Chancellor through open advertisement, in accordance with the guidelines issued by the UGC.

  1. Develop regulations for the CQA and obtain approval from the University Council for the same.
  2.  Prepare operational guidelines for the CQA in accordance with the general guidelines developed by QAC of the UGC and customized for the university’s governance structure/ organogram and specific implementation arrangement.
  3. Develop an action plan of the CQA for the 5-year Strategic Plan of the University for the CQA; Obtain approval from the University Senate and Council.
  4. Develop the annual budget for QA activities in the university along with the university’s annual budget estimates submitted to the Treasury, and obtain Finance Committee and Council approval.
  5. Ensure that the CQA is established on the university website and details are updated regularly.
  6. Report regularly on QA activities and progress to the University Senate and Council.
  7. Circulate notices of QA activities in the university to the university community and other universities.
  8. Conduct University and Faculty level awareness programs on QA.
  9. Initiate and support the preparation of SER for Institutional Reviews.
  10. Motivate and support study programs to prepare SERs for program reviews.
  11. Provide necessary training and workshops for Self-Assessment Report (SER) preparation.
  12. Motivate and support academic staff to showcase best practices in QA.
  13. Develop relationships and liaise with international agencies and universities on QA activities.
  14. Support academic staff in the process of preparing proposals for the conduct of new degree programs, and ensure that applications submitted to the UGC for approval in this regard are compliant with the Sri Lanka Qualifications Framework.
  15. Report on university QA activities at the UGC Standing Committee on QA.
  16. Submit an annual report of the CQA to the QAC of the UGC.
  17. Convene and facilitate all meetings of the CQA and FQACs.
  18. Assist preparation of manuals on QA aspects in Faculties.
  19. Make available to all staff and external stakeholders the results of external and internal reviews, including student surveys.

Responsibilities of the Deputy Director

The Deputy Director is appointed by the Vice-Chancellor through open advertisement. All academic staff holding a post of Senior Lecturer (Grade II) or above with experience in quality assurance in higher education are eligible to apply. The appointment is for a period of six months, which can be extended by the Vice-Chancellor with the concurrence of the Senate and Council. Since this post is created to give as many middle-level academic staff the opportunity to get involved in quality assurance activities at the University level the initial term has been limited to a six-month duration, with the possibility of extending it up to three years, if necessary.

  1. Assist the Director to develop regulations for the CQA and obtain approval from the University Council for the same.
  2. Assist the Director to prepare operational guidelines for the CQA in accordance with the general guidelines developed by QAC of the UGC and customized for the university’s governance structure/ organogram and specific implementation arrangement.
  3. Contribute to developing an action plan of the CQA for the 5-year Strategic Plan of the University for the CQA; Obtain approval from the University Senate and Council.

  5. Assist the Director to circulate notices of QA activities in the university to the university community and other universities.
  6. Contribute to conducting University and Faculty level awareness programs on QA.
  7. Work with the Director to initiate and support the preparation of SER for Institutional Reviews.
  8. Assist the Director to motivate and support study programs to prepare SERs for program reviews.
  9. Work with the Director to provide necessary training and workshops for Self-Assessment Report (SER) preparation.
  10. Assist the Director to develop relationships and liaise with international agencies and universities on QA activities.
  11. Support academic staff in the process of preparing proposals for the conduct of new degree programs, and ensure that applications submitted to the UGC for approval in this regard are compliant with the Sri Lanka Qualifications Framework.
  12. Report on university QA activities at the UGC Standing Committee on QA whenever Director is not available.
  13. Contribute to developing the annual report of the CQA.
  14. Contribute to facilitating all meetings of the CQA.
  15. Assist preparation of manuals on QA aspects in Faculties.

Responsibilities & Duties of the Coordinator of IQACs

  1. Liaise with the Director of the Internal Quality Assurance Unit of the University to coordinate university-level Quality Assurance (QA) activities.
  2. Represent the Faculty/Institute in all QA-related activities.
  3. Organize Faculty/Institute level QA meetings.
  4. Suggest names of members to the Dean, to be appointed as domain coordinators or members for each criterion in the Quality Assurance Manuals of the UGC.
  5. Provide guidance to the domain coordinators and prepare the Faculty level Internal QA Report with their support.
  6. Liaise with professional quality assurance and accreditation bodies on matters pertaining to QA and accreditation, if required.
  7. Monitor the collation and analysis of Faculty level internal QA data such as peer review forms and student feedback forms.
  8. Work with other related committees and units within the faculty on matters related to QA.
  9. Answer and address issues related to QA raised by the faculty members in general and by the QA domain coordinators in particular.
  10. Report the activities of the Faculty QA Cell to the Faculty Board and IQAU regularly.

Terms of References IQACs

  1. PURPOSE
    The Quality Assurance (QA) Cell of the Faculty/Institute /Campus with a mandate to create a culture that seeks to continually improve the quality of all academic and other activities in the Faculty/Institute/Campus.
  2. COMMITTEE COMPOSITION AND MEETINGS
    1. Membership
      1. Dean/Director/Rector
      2. DR/SAR/AR of the Faculty/Institute/Campus who will act as the Secretary/Convenor
      3. Chairperson/Head of the Faculty QA Cell
      4. Chairperson of the Curriculum & Academic Development Committee or an equivalent committee
      5. Heads of Departments or a senior lecturer or above representing each of the Departments.
      6. Head of the Faculty Strategic Planning Committee
      7. Chairperson shall be appointed by the Faculty Board or the equivalent.
    2. Quorum: shall be 50% of the membership.
    3. Meetings: The Senate Standing Committee shall meet once a month to plan and monitor the progress of quality
    4. Assurance activities of the university
    5. Terms of Office: Terms of office for appointed members of this committee will be three years.
  3. RESPONSIBILITIES AND DUTIES
    1. To promote quality enhancement activities within the Faculty liaising with Curriculum & Academic Development Committee (or its equivalent), Teaching Learning Committee, and other Faculty Committees and Departments.
    2. To liaise with the Internal Quality Assurance Unit (IQAU) of the University of Colombo, in facilitating the conduct of Institutional Review and Programme Reviews in the Faculty.
    3. To prepare documents necessary for Institutional and Programme Reviews.
    4. To facilitate the implementation of follow-up actions recommended in Institution/ Programme/Subject Review reports, and monitor progress in their implementation.
    5. To liaise with Faculty QA Cells in other Faculties/Institutes/Campus within the University of Colombo, to share good practices and enhance the quality of higher education in Sri Lanka.
    6. To collate and analyze Faculty QA data such as peer review forms and student feedback forms.
    7. To devise and suggest additional QA measures or changes to the existing measures, based on the data collected on various QA indicators such as peer feedback student evaluation reports, and external reviews.
