The Capital Works and Planning branch plays a pivotal role in developing the physical infrastructure essential for academic, research, and administrative functions, in accordance with the university’s strategic plan. This plan takes into consideration the requirements for teaching/learning, research, and facilities derived from curriculum needs. The branch responsible for the implementation of the university’s strategic plan in terms of execution of specific projects as recommended by the Planning & Development Committee, with the concurrence of the Council and overseeing the relevant contract administration, ensuring the value for money for the university, for the evolving infrastructure needs of students and staff.
KEY FUNCTIONS
- Project Identification and Planning: The Division assesses the infrastructural needs of various faculties and departments, aligning proposed projects with the University’s master plan. This includes evaluation of the identified requirements for new constructions, renovations, and expansions, including the areas of oversupply and shortages.
- Approval and Compliance: With the concurrence of the proposed project concept by a faculty or end user entity, the division prepares preliminary project estimates (PPE), evaluates the proposed feasibility study report and submits them to relevant authority approval such as Department of National Planning and the External Resource Department of the General Treasury through the University Grants Commission (UGC), and the Ministry of Higher Education for approval of the Cabinet of Ministers if necessary.
- Procurement and Contract Management: Handles the procurement activities for the procurement of works and consulting services, calling for bids, and coordinates the evaluation of bids, award of contract, adhering to the approved Procurement Time Schedule (PTS) as well as the entire contract administration and processes the settlement of bills for payment.
- Project Implementation and Monitoring: Once the contracts are awarded, the divisions supervise and monitor the execution of works, ensuring that the project stays within the scope, budget, and meets the approved quality standards. Regular progress reviews and inspections are conducted to identify any potential risks and deploy mitigation strategies.
- Budgeting and Reporting: The division develops the Annual Proposed Procurement Plan (APPP) and the Detailed Annual Procurement Plan (DAPP) and report the progress quarterly for the information of the stakeholders, ensuring transparency and accountability.
- University Land Acquisition matters: The division liaises with different public institutions, especially with Divisional Secretariats, to obtain land ownership clearance of all land possessed by the University.
MEETINGS
The branch coordinates two Committee meetings and supports meetings relevant to the procurement process.
- Planning and Development Committee Meeting: All initial proposals for infrastructure development, new constructions, extension and expansion of existing buildings and other structures. All development proposals with sources of funding and procurement plan references should be tabled to the committee for initiation.
- Lands and Building Committee Meeting: The progress of all rehabilitation and renovation/refurbishment is reported monthly to this committee.
